Dr. Gail Angus specializes in creating integrated systems that build safe, welcoming learning environments where all students thrive. With over 30 years in public education as a classroom teacher, special education administrator (district and SELPA level), and consultant, she brings real-world expertise to the complex challenges districts face with behavior and attendance.

Following the December 2, 2015, shooting at the Inland Regional Center, Dr. Angus dedicated her career to protecting students through proactive, preventative approaches. Her research-based framework helps educators and community partners create psychologically safe environments that address behavioral health needs before crisis occurs.

Keenan has partnered with Dr. Angus as an expert in behavioral health, psychological safety, and special education, most recently collaborating on an integrated Behavioral Health Audit that helps districts assess and strengthen their systems. As an adjunct professor at California State University, San Bernardino and National University, she continues to shape the next generation of educational leaders.
